Federal Skilled Worker (FSW)
The Federal Skilled Worker program is one of the three key federal immigration programs under the Economic Class managed through the Express Entry system. Applicants who apply for permanent residence in the FSW category are assessed according to a “selection grid” of several eligibility criteria.
To be eligible, you must have at least 67 points under the following selection factors before you can enter the Express Entry pool.
You will then wait in the pool until you receive Invitation to Apply (ITA) for permanent.

Eligibility to Apply as FSW
To be eligible for the FSW program, you must meet the following minimum requirements:
- Have one year of continuous professional experience in the last 10 years in a full-time or part-time paid occupation classified under the National Occupation Classification (NOC) OR qualify for Arranged Employment in Canada with a full-time job offer from a Canadian employer with a Labour Market Impact Assessment (LMIA) or LMIA- exempt.
- A Canadian diploma, certificate, or credential AND/OR a foreign educational credential, and an Educational Credential Assessment (ECA) by an agency approved by the government to show it is equal to a completed Canadian secondary or post-secondary educational credential.
- Meet the minimum language requirement of 7 on the Canadian Language Benchmark or equivalent in English or French
- Must not be inadmissible to Canada.
- Have settlement funds or a job offer to support yourself and your family for six months after arrival in Canada.
National Occupation Classification (NOC) is used to classify jobs (occupations) or understand types of employment. Jobs are grouped into Training, Education, Experience, and Responsibilities (TEER) categories.
